Summary

In recent years, the procurement of educational resources has become severe due to the public financial crisis. Therefore, considering the mechanism of financing procurement outside the framework of public expenditure for education is considered to be an important educational policy issue. It can be pointed out that PFI (Private Finance Initiative: social infrastructure development using private funds), which is also used for the facility improvement of Kyoto University in recent years, and the establishment of university fund through donation acquisition are the education funding procurement strategies in that direction. On the other hand, deregulation, such as the national university corporation was attempted. Accompanying improvement of financial procurement methods based on market principles, procurement of funds through issue of university bond has come into view. In this presentation, I focus on the funding procurement method and the rating mechanism with issuing university bond in UK higher education institutions, which were hit by the financial crisis in the 1990s. Then I will discuss the possibility of marketable university bonds in our country.
